You are not able to see the Tool option because you will need to be in your return to have that option under My Account. To that you can follow the instructions listed below:
Log
in to your TurboTax Online account
Click
on My TurboTax, and then click
on My Tax Timeline
Locate
your 2016 tax return on that page
Find
"Some things you can do" under your 2016 tax return
information
Choose Add a
State (you don't actually add one; that's just to get the return to
open up.)
Once in your return, locate
and click on My Account at the top of the page
