What if a family member is on my 1095-A but is not listed on my 2016 tax return, and they did not receive a 1095-A?

At the time of enrollment for 2016, I indicated that my family member would be my dependent on my 2016 tax return. Now that its time to file my taxes, turbo tax prompted me that my family member does not qualify as my dependent (not a qualifying child because he was 19 but NOT a full time student, nor a qualifying relative because of income). I received advanced premium tax credits all year based off of this household information. I received the 1095-A and it lists both myself and my sibling on part 2, but of course he did not receive his own 1095-A (because he is listed as a dependent... *sigh* but I didn't know he wouldn't be). How do I file this? How does he file this?
