We are in the adoption process of a baby who was born on 12/28/2016. He has remained with us since the day of his birth. Does he meet the Substantial Presence Test?

I spent 3 hours on the phone with the IRS because they want me to fill out a Schedule 8812.  The IRS could not give me an answer.  Any help out there would be fantastic.
