I'm not sure what you are asking, though the fact that you are using an online version of TurboTax - where the actual Forms and Schedules are hidden from you until you pay - may be the crux of the problem.
When you enter a 1099-DIV you enter total dividends from Box 1a and qualified dividends - typically a "subset" of total dividends - from Box 1b. On Form 1040 the "ordinary" dividends" (total dividends) show up on line 9a while the "qualified" dividends - that receive beneficial tax advantage - show up on line 9b. You really can't see this differentiation using the online product until you pay and can look at your actual Form 1040.
