Form 8996 is for certifying a QOF and is filed by the QOF entity. For excluding capital gains that have been invested in a QOF, we enter a new code ("Z") on the new version of Form 8949. See the IRS instructions for Form 8949. Turbo Tax does not appear to provide any support for this, so I think we have to use overrides and update the form manually.
