The 1098-T and all education expenses are still reported. Note the wording of the requirements in IRS Publication 970. It says you must be enrolled as at least a full time student for any one semester that starts in the tax year. There's nothing that says you have to pass your classes, or even attend your classes. It simply states you must be "enrolled".
There's also the 5-months requirement. So if you dropped your classes before May 1 of 2018, then you don't meet the requirements of being "enrolled" for a full semester that started in the tax year.
Note that if you made it to May 1st, then the entire month of may counts for you.
