The user did type "premier" in the question above, but I suspect that was a typo. Instead of the Premier Edition the user may be asking about "Premium Services Bundle" incurred by choosing to pay out of the Federal refund. The user has another thread at the link below, and I told the user there how to phone Support for the billing problem. So I'm not sure why this second thread was started.
