It's a long shot, but if you want, you can try setting up a new user account as described in this web reference:

Then sign in with the new user account and try to reinstall. The idea here is that sometimes the default user profile can become corrupted.
I've been using Windows 10 since it first came out in 2015 and haven't had any problem installing or running TurboTax every year since, so in my opinion it's not a program compatibility problem.
