@yhaiyan739 It looks like a very important step is to make sure that COOKIES are enabled (allowed). I know you said you "cleared" the cookies, but you must also be sure you are allowing cookies, and not blocking any.
If you are blocking/disabling any cookies, you need to allow cookies for this purpose.. You can return the cookies settings to previous settings later after filing, if you wish. See my Answer below .
