Ok so I followed the breadcrumbs about this that lead me to the Healthcare.gov site. What I described would fall under the "Hardship exemption." Please check out the section in light blue towards the top. It says "Starting with plan year 2018 (for which you’ll file taxes in April 2019), you don’t have to fill out an application to get a hardship exemption. You can claim the exemption, without having to submit documentation about the hardship, on your 2018 federal tax return." If that's the case, and I don't actually have to submit an application, how do I get this exemption applied in Turbotax? There's not a clear option.
