Can I download TurboTax Deluxe today for no additional cost?

I purchased TurboTax Deluxe on 01/02/2019 at Staples. I opened the package on 04/13/2019. The CD will not load using my CD drive. When I insert the disk and click on the symbol for the D: drive, the drive opens and tells me to insert the disk.
