It is not an actionable form that impacts the actual Form 1040, and once you have set up an installment agreement online, that will override the Form 9565, SHOULD the IRS even deign to attempt to process a Form 9465 submitted with a return (DESPITE instructions to include it, they rarely process them, especially when submitted with the tax return, electronically!)
