In the desktop editions, there is a 19.99 fee to efile each state
return (may rise to 24.99 later in filing season.). There is no state
efile fee for New York State. There is no fee to print and mail the state
return.
In the desktop editions that are Federal & State (such as Premier), it is the state program that is included. But the state efile fee, however, is extra.
As you can see from the product description you wrote above, it says it prepares both Federal and State, and that the Federal efile is included.
