I can't be 100% certain, but it's probably the consent for the "refund processing service" to have TurboTax fees deducted from your refund. If it mentions either Civista Bank or Green Dot Bank -- both intermediaries for Santa Barbara Tax Products Group (SBTPG or TPG, now owned by Green Dot), who does all the legwork -- that's what it it's for.
That service costs an extra $34.99 on top of all other TurboTax fees. If you don't want to pay the extra $34.99, choose "no" to the consent and pay your TurboTax fees with a credit or debit card. Once you choose "yes", you're locked in to the service fee (unless you're later forced to file on paper).
