I don't seem to meet the listed criteria for marking "yes" for "actively participating" (didn't work over 500 hours, didn't perform all the work, didn't actively participate for 5 of the last 10 years because just started working this year). However, I am still unclear and feel as though I should be putting yes down.
Further information: The organization I work for hires multiple people for the same position as me.
