I paid via credit card to e-file my state the same as I did last year but I got a message saying that I have to e file the federal as well. I want a return of fee asap

I  e-filed my state last year and  mailed my federal returns. I wanted to do the same this year but I got a message after I had paid the fee  via credit card,   that Turbo tax will not e-file state unless federal is e-filed. I want the payment from my credit card refunded asap. And I think it is disgraceful that the change in filing was not advertised before a payment was made to my credit card
