I decided to try once more and if nothing changed, just use the finished 2018 IL state taxes as prepared.
So this time I decided to go ahead and use the estimated amount as suggested and at least use most of it for 2019 IL taxes and get a small amount by way of a check. So I didn't use the selection "apply none"
but used the one that said pay my 2019 taxes in full. Immediately it applied the amount to pay the estimated taxes and also said it was applying the rest of the refund to pay my 2019 IL taxes. Exactly what I had tried to do many, many times before. I would hope that TT would give up the Biblical Method of Seek and You Shall Find for a more open one of "Refunds and how you can apply them" in a clear open method. And one should be Do you want all of your refund to apply to next year's taxes.
And don't hide it under the estimated tax umbrella.
