After saying you did not have health insurance, it will ask you if you have a reason to waive the penalty. Check the box that says you were "Not a Legal U.S. Resident".
I realize that you actually are a legal Resident for most purposes, but for purposes of the health care penalty, DACA falls under the 'not a legal US Resident' category.
