According to the MN Department of Human Services Consumer Support Grant Manual, the CSG is funded by the State of Minnesota and NOT Medicaid. It is NOT a Medicaid waiver program, and doesn't qualify for the 2014-7 exemption. I got this from the MN Department of Human Services today.
