No. If your mom qualifies to claim you as a dependent, it does not matter weather she claims you or not. You still have to select the option for "I can be claimed on someone else's return".
What is possible though, is that your mom can qualify to claim you as a dependent, but you qualify to claim the education expenses. That only happens though, if your scholarships and grants exceed your qualified education expenses, or if your mom's MAGI is to high to qualify for any of the education credits.
In a case where schoarships/grants do not cover qualified education expenses, it's always better for the parent(s) to claim the education credits and 1098-T. That's because you the student do not qualify for all the credits the parent(s) qualify for, no matter what you do.
