Do you have to pay quarterly taxes this year as self-employed, if you got a tax refund last year?

I was reading pub 505, and on page 21, it says this: 

Who Does Not Have To Pay Estimated Tax:

You don’t have to pay estimated tax for 2019 if you meet all three of the following conditions. • You had no tax liability for 2018. 1040-ES • You were a U.S. citizen or resident alien for the whole year. • Your 2018 tax year covered a 12-month period. You had no tax liability for 2018 if your total tax (defined later under Total tax for 2018—line 12b) was zero or you didn’t have to file an income tax return.

Total agi income in 2018 was about 11000, it was self-employment income from one-owner LLC. Line 12 on 1040 was 0. There was self-employment tax (medicare and ss) of about 1600, but there was an EIC of 3600, so about 3000 was refunded. Let's say in 2019 the agi income will be 100k (yes, a lot more than last year). So, because there was 0 tax liability last year, quarterly estimated tax payments aren't required for this year, right?
