According to the Wisconsin Department of Revenue, "Gross Income" is defined as income reportable to Wisconsin. So if your gross income reportable to Wisconsin was only $1000, you don't have to file a Wisconsin return. I'm not sure where you see the $600 figure, but you definitely need to follow the current Wisconsin laws.
