According to IRS, anyone on your taxes who is a U.S. citizen or resident but lived in a foreign country or U.S. territory for the entire year may qualify to get the IRS penalty for going without health insurance in 2017 waived. Anyone with a gap in health coverage of no more than 2 consecutive months can claim the exemption.
In the TurboTax Free Edition program, select Health Insurance, under your parents:
On the screen, Select the months each of your had health insurance in 2017, leave all boxes blank.
On the screen, Did you have a situation that waives the tax penalty for being uninsured? check Resident of foreign country or US territory.
On the screen, Select the months you lived in another country, uncheck boxes for November and December
