You cannot set up a payment plan through TurboTax to pay for your TurboTax fees. TurboTax fees must be paid by credit card or deducted from your refund.
However, you can file your tax return through TurboTax, and pay by check. You can also request an IRS payment plan using Form 9465 to pay your tax debt over time.
And you can set up a payment plan directly through the IRS Online Payment Agreement tool. You can apply directly using that link.
