I think these grants from LA Co are excluded from gross income under IRC 139. I entered the 1099-G into TurboTax and the $6000 appeared on Schedule 1, line 8z. I manually entered a second entry on Schedule 1, line 8z with the text "Qualified Disaster Relief Pmt" and an amount of negative $6000 to cancel out the 1099-G income.
My understanding is California conforms to IRC 139, so no adjustment is necessary and it will be excluded from CA income tax also.
