I did a Roth conversion for 6000. I received a 1099R with gross distribution of 1200, taxable amount of 1200, and federal tax withheld of 1200. Distribution code 7 and the IRA/SEP box is checked. Why doesn't Turbotax generate a form 8606? It is not asking me for the actual conversion amount of 6000.
