The TurboTax fees are for using the TurboTax software to prepare your tax return, and for transmitting your tax return to the IRS. If the IRS rejected your e-file, your tax return was transmitted to the IRS. You used all of the TurboTax services that you paid for. TurboTax does not, and cannot, guarantee that the IRS will accept your e-file. You can correct the reason for the rejection and retransmit your tax return, or you can print it and file it by mail.
