If your 1099-DIV failed to import correctly, I would advise deleting the import and entering the 1099-DIV manually. There's only a few pieces of info involved.
If you have any Foreign Tax on your 1099-DIV it will transfer to the Foreign Tax Credit section for you automatically, and you can step through the interview to indicate the amount of Foreign Income it relates to. You'd have to do this anyway, even if your import was successful. Your broker statement will the list the countries/amounts, which you can total up and choose Country 'RIC' for the entry.
It appears from your screenshots that you don't have a FACTA Filing Requirement.
