that was not the case this time... turbotax did not say it was adding penalty, there was no warning... the only way I knew was to look at the final summary sheet. then when I simply went back and went through the state questioners at the end it told me I owed penalty, but when I clicked finished with state, it had removed the penalty. it was no longer in the summary sheet. then when I went back through the questioner it did not say I owed the penalty. I did not change any numbers... change any response... just went through the state questions which I never do because after entering federal information it usually just does the state forms without going through any state related questions. this is 100% a BUG
