In my case, I made a mistake in figuring out how much tax would be withheld from paychecks and made up for it with an extra-large final estimated tax payment. I was told that we owed a penalty for underpayment of estimated tax in the first two payments, even though we paid enough total estimated tax by the final payment. So, there wasn't a bug in TurboTax after all, in my case.
