Yes. You will enter the foreign interest in TurboTax like a 1099-INT and it will show up on Schedule B, Interest and Ordinary Dividends.
You can enter interest income in TurboTax without entering an EIN.
Go to Wages & Income>Investments and Savings and Add Investments then Enter a different way.
Select Interest, Type it in myself, and enter payer's name and interest amount.
