It depends. You can choose to report the income directly without entering the 1099-MISC since it is not self employment. This action may allow your to continue without an upgrade. Keep the form in your file.
- Paid Leave Oregon (PLO) benefits are reported on Form 1099-MISC (specifically Box 3 for "other income") because the Oregon Employment Department (OED) treats these payments as taxable income that is not considered traditional wages from an employer

Other Miscellaneous Income:
- Sign into your TurboTax Online account
- Go to Tax Home (left panel) Wages and Income section
- Scroll to Less Common Income > Select Miscellaneous Income, 1099-A, 1099-C
- Select Other reportable Income > Enter a description (----) and the amount
