If you manually entered your 1098-T, with the correct two-letter state abbreviation and zip code, and you still get a Review error, don't try to change it there, just skip to the next review item or indicate 'done with review'. This should not prevent you from Efiling. The 1098-T is not an income document that the IRS would reject for an address issue.
If you're not getting an Education Credit, you actually don't need to enter your your 1098-T and could delete it from your return; just keep it for your records.
