Per the instructions to Form 8960 , page 22 for Part III, line 13, the modified adjusted gross income (MAGI) requested for that line equals the Form 1040 AGI plus certain foreign income amounts that are excluded. So, the MAGI you reference should include social security benefits and taxable retirement plan distributions as is done in TurboTax. The instructions state "Your MAGI is your AGI as reported on Form 1040."
