No, if your domicile is South Dakota you are not required to report or pay taxes to Oregon on your retirement income. If there was Oregon state tax withholding, you can omit the OR state on your 1099-R entry in TurboTax.
There is a federal law that you only have to pay state income tax to your resident state (if required) on retirement income.
