@zazuluree , as I understand the problem -- it is not that you cannot download ( the desktop version ) or use the on-line version while your tax home is abroad, it is that the payment of the charges has to be on a credit card that is US based ( billing address US).
You also need an US address for IRS to contact you. And of course for any refunds, you need an US bank account.
Those are all the issues that I am aware of.
