Have you tried downloading it from your Intuit account online:
- Go to accounts-tax.intuit.com and log in with your email / credentials that you use for TurboTax
- Select Products & Billing > TurboTax > TurboTax Desktop 2025 > Licenses and downloads
- You should see your state product listed, next to this select the blue box for Windows download
- If this option isn't showing, then above this (in Need a download or a download for a different operating system) select 'enter your license code here'; then follow the prompts.
