When entering a payment in TurboTax, you're accessing a Billing server. If you get hung up trying to enter your payment and you're using TurboTax Online, close the program, clear your Cache and Cookies and step through the FILE section again.
In TurboTax Desktop, I clicked out of the FILE section into another section, then returned to FILE and retried and was able to enter payment info.
