It depends. If you retired from active duty, enter the start and end dates and leave the points blank. If you were in the reserve or guard, you must provide the "before 1991" points.
ORS 316.680(1) states, as the period for which you earned a pension. Oregon's Publication OR-17 specifically instructs taxpayers to "divide your months of service OR points earned" to find the percentage. It doesn't require both.
