The tax refund option is available. The option is hidden. Here is how you can get to it. (I know that this way works for online version)
1. When you get to the point where it asks, "Want your federal refund faster" You have to select the blue "No Thanks" button.
2. You should then be redirected to a page where you can select the "Tax refund advance" option.
