What do you mean by "cannot access"? To open 2024, you need the 2024 app installed on your new computer.
If you are only trying to transfer 2024 data to 2025, you might try installing the 2024 app, including any states on the W11. Then open and save the file. Then try the transfer process again.
There may be other solutions. This has been a problem reported multiple times.
