Yes, I am and I know that it's an IRS program.
I haven't been successful in speaking to a live IRS agent in years. The IRS voice response system is clearly designed to eliminate the need for live agents. Even called a local IRS office routes the call to the same system.
I asked here hoping that someone else has already broken the code on why this glitch is occurring and had discovered a solution.
