Another possibility is that your OS is Windows 11 in S Mode. That allows only programs bought from the Microsoft Store to be installed. You have to switch out of S mode. A permanent change that can't be undone

to check if you are in S Mode
To check if your Windows 11 is in S mode, follow these steps:
Open Settings: Press Windows + I to open the Settings app.
Go to System: Click on the System option in the left sidebar.
Select About: Scroll down and select About at the bottom of the list.
Check Windows Specifications: Look for the Windows specifications section. If it states "Windows 11 in S mode," then your device is operating in S mode.
Alternatively, you can also check by:
Using the Command Prompt (as administrator) : Type winver in the search bar and press Enter. This will show your Windows version and whether it is in S mode.

to switch out of S mode
Open Settings: Click on the Start menu and select Settings.
Go to System: In the Settings window, click on System.
Select Activation: Scroll down and select Activation from the left sidebar.
Switch out of S mode: Under the Switch to Windows 11 Home section, click on Go to the Store.
Confirm the switch: In the Microsoft Store, click on the Get button to confirm that you want to switch out of S mode.
