I just found it after hours of searching!
The directions I found were to go to Federal > Deductions and Credits > Estimates and Other Taxes Paid
But there was a step missing. This is is what I needed to do:
Federal > Deductions and Credits > Add more tax breaks > Estimates and Other Taxes Paid.
