By "the AI chip" do you mean a Trusted Platform Module aka TPM? Windows 11 by default requires that on hardware (or in firmware) before it will install on a PC, however there are ways to work around that requirement. If your PC is already running Windows 11 and was bought that way from a regular retail outlet then it most likely has a TPM.
We don't know yet if TurboTax for TY 2025 will also be looking for a TPM as we haven't yet seen the product. But IMHO that seems highly unlikely. Best guess at this point is that the TurboTax installer will just check to see that it's running under Window 11 and if not it will quit. Hopefully there are workarounds for that behavior as well. We'll see when Intuit releases the product.
