If it were a simple matter of charging for the program, they would have already done so. Intuit clearly felt it was not worth the time or expense.
Also, and this is only my take on the matter, companies such as Intuit typically think "long term". In that long term (roughly 10-15 years), consumer-level tax prep software is toast, gone, disappeared, as some form of IRS Direct File almost completely relegates consumer-level products like TaxAct, TurboTax, et al, to the dust bin. Companies that now develop consumer-level software will cease doing so and will then (possibly) only provide assistance to customers with the direct file system being utilized by the IRS.
