I've amended my son's 2023 tax return. He can't afford to pay the full amount due. Once he mails the amended tax return to the IRS, at what point does he apply for a payment plan on the IRS website? Should he include a letter with the amended return stating he will be applying for a payment plan? Thank you in advance.
