Yes, for the property manager side of things.  And if the property manager actually released the funds to you in December, regardless of the fact they show up in your account in January, they would complete the Form 1099-MISC that way.  The exact date isn't shown above, but you know if there was time for this scenario to have happened.

On your side of this transaction, you are required to report the income you actually received in 2016, you do not have to report the income that wasn't received until January.  The January income should be reported on the 2017 tax return, regardless of what is on the Form 1099-MISC.  

Keep very accurate records for yourself so that you include this on your 2017 return.
