If you hired a contractor to remodel your bathroom for personal use (not as a business), you do not need to issue a 1099 form. The IRS requires 1099-NEC forms only when a business pays an independent contractor $6000 or more for services. Since this was a personal home project, you're not obligated to file a 1099 for the labor.
