Are you sure the receipt requirement applies to all charitable contributions? Colorado's own 2024 form 104 instruction book (which is referenced in the document you linked to) states the following in regards to line 12 for Charitable Contributions:
"For claims greater than $5,000, submit the receipts you received at the time of donation. For in-kind donations, submit an itemized list of the donated items and their fair market value. Submit using Revenue Online or include with your paper return. Do not send receipts of items that were purchased for donation."
Nothing else about receipts is mentioned in the form 104 instructions. It seems pretty clear that this should only apply to claims greater than $5000. Is there some other source that turbotax based their decision to alert users that the e-filer attachment form and substantiation is required for subtractions less than $5000?
